Message from DCCL regarding Playing Conditions - Highlights

The full playing conditions will be published by the DCCL in the next few days, but in summary they are:
- - No mandatory teas
- - Turn up in kit
- - All divisions shortened to 40 overs per side & playing conditions adjusted accordingly, minimum of 20 overs for a game in all divisions
- - Div 4 or below have no narrow wides, 30 yard circle or mandatory new ball
- - Divisional playoff finals (on 19 or 26 Sep)
- - All 1:00pm starts unless agreed otherwise
- - Time game finishes 6.5 hrs after scheduled start, not 6 hrs
- - 10 Overs per bowler (or 25%)
- - No Slow Over Rate penalties
- - No concessions for teams arriving short of players, no minimum number of players to play
- - 10 mins grace time before Fielders’ Absence law invoked (penalty time)

There is the welcome return of cricket to the DCCL this Saturday, albeit it a rather different format to that of last season – the regionalisation within divisions to reduce travel, a standard 40 over game, with starts in all divisions at 13.00hrs and no promotion or relegation rather a “plate” competition giving some reward to the top team overall in each division following the end of term play-off between the leaders of the two regional sections.
Match balls and team cards are now available for collection by contacting our treasurer Jim Parlato on 07810 520047. ECB are expected to publish the playing guidelines and matchday protocols in the immediate future.
The greenlight for the resumption was only given last Friday evening but as a league we had already issued to you full fixture listings, providing five home and away fixtures, enabling a speedy resumption, together with the permission for games to be re-arranged if a ground is not available. Please notify Mike Saunders our fixture co-ordinator of any changes as soon as they are made, this will also ensure that every effort will be made to appoint umpires to them.
Several clubs, including Rolls Royce who have been advised their grounds are unavailable this season, face significant issues. Among them is Clowne Town who have to resolve a problem at their main ground as well as with their second ground. Others, particularly those on local authority land, have grounds either out of bounds or not prepared. All clubs must co-operate and agree to requests in these unprecedented times to get games of cricket played by rearranging to Sundays or finding alternative venues in order that all matches can be played. This is a time when the whole cricketing family must both work and stick together for the good of the game, its players and teams.
It is essential that clubs are fully focussed on the health, safety and welfare of everyone involved on matchdays. ECB have contacted all clubs directly with checklists on preparation for the return of cricket together with a risk assessment template which must be completed by all clubs. Both the DCF and the DCCL have recirculated these key documents to all officials and captains. If a club is unable to fulfil the requirement in terms of health and safety then they should not go ahead with the game.
Some have suggested that they may not have sufficient time to put everything into place – if that is the case and a particular team, or club, feels compromised we can give an assurance that if matches have to be conceded, or re-scheduled by a club with the agreement of their opponents, on these grounds then there is no sanction and the situation is understood by DCCL. Notify us accordingly.
We are awaiting the ECB guidelines and match-play protocol which we understand will be published shortly – this will be circulated to you as soon as it is received, but the understanding is that players will need to arrive in their kit as changing rooms and showers will not be available. They will also need to provide their own refreshments as clubs are not expected/allowed to serve their traditional cricket teas. Consideration needs to be given to accommodation for scorers given social distancing measures and the size of many scoreboxes making that unworkable.
Payment to umpires should be made on the day, in discussion with the individuals who may receive cash or, by giving their bank account details to the club official, by bank transfer to their account. Umpires detailed reports are required as in previous seasons only in 2020 for Premier Division games. Captains reports also only from Premier Division games.
Clubhouses with bars will be able to operate, subject to Covid-19 restrictions and guidelines provided by government and enforcement officers of local authorities and at all times there will be access to toilets.
On match-day the team cards need to be completed and after inspection by the umpires photographed and sent to dcclpress@gmail.com and the results and full scorecards loaded onto the play-cricket system as in previous seasons.
